I feel like no matter how I try to word this comment to end this SL with my SLP whose activity has dropped dramatically sounds mean and I really don't mean for it to because I love them and the SL but I don't want to keep hanging on their every word hoping they'll be active again when I know they won't.

It has been a slow decline for months so I have tried to give time for things to pass and they just keep getting worse.

Don't make it about what they're doing, make it about what you want. Instead of "you're never around" say "I'm looking for something really active", instead of "you never progress anything" say "I'm looking for something I can develop in depth". When you're only speaking about yourself and what you want, it's never mean and it sounds a lot less accusatory.

I think you just have to keep it brief and tell them you've enjoyed your time together and are planning to move on. They will probably want to know why and I think something simple like their availability isn't compatible with yours anymore.
