I wouldn't consider you the flaker in this scenario, they said they'd reply in the morning (or within a timeframe) and clearly didn't. If I didn't get a response from my slp after I said that I would give a response in the morning, I would simply just give my response in the morning. I wouldn't depend on them responding the ooc comment as a way to gauge if I should respond or not.
