Have you tried positive association?

For example, starting like having it near him and giving him a treat, then practicing while giving him a squeeze treat like a Churu, or chicken baby food, while it's off, then having it on and just near his face. A very slow escalation that can habituate him and create a positive association?

I'm so sorry it's difficult. My next suggestion would be a nebulizer like the above Anon said. You can also consider using a feline aerosol chamber.
